Why not a ‘Declaration of Independence’ for America’s public airwaves?

Unlicensed spectrum brought us wireless phones and WiFi—so why isn’t more available? Several key thinkers behind “TV white space devices” now say that those ideas could and should be extended to many other bands.

Say you have some bright idea for the “next WiFi” and you just need a tiny little smidgen of open spectrum in which to deploy the invention that will bring cheap, easy, ubiquitous communications nirvana to everyone. Can you get it?

Generally, no. The US government squats on huge swaths of spectrum, while paid-up license holders (like cell phone service providers) control much of the rest. Slivers of spectrum are left open for unlicensed use, and those tiny bands have produced great big social benefits: wireless baby monitors, wireless phones, and WiFi.

But a set of papers from the New America Foundation argue that the Obama administration should take a different course on spectrum, making it simple for entrepreneurs to launch new wireless devices even in occupied bands. Their common credo: spectrum is abundant—if you treat it right. . . It’s time to start sharing . . .

Will ‘white spaces’ broadband unite Europe?

BERLIN: For seven years, AirData, a small wireless operator in Stuttgart, did something the largest German mobile operators, including T-Mobile, were unwilling to do: It delivered broadband Internet to consumers in remote corners of the country.

FCC releases ‘white spaces’ ruling

On Friday, Nov. 14, the FCC issued the full text of its Second Report and Order and Memorandum Opinion and Order. Commonly referred to as the white spaces decision, the 130-page document primarily details the rulings and the reasoning that will govern the operation of non-broadcast devices in the TV broadcast band. . .

The Federal Communications Commission uncorked a plethora of prime spectrum in TV white spaces for unlicensed wireless devices and services — a big victory for tech companies that could also lay the foundation for WiMAX deployment in rural America.

The FCC has ruled to open up white space, which proponents say will create a new broadband era. But groups like the NAB are criticizing the FCC’s white-space decision, saying it may interfere with TV broadcasting. The NAB may ask Congress to reconsider the FCC’s white-space ruling.
